남북한 유엔동시가입 의미의 재평가 (주재우, 경희대)

남북한 유엔동시가입 의미의 재평가주재우경희대 중국어학과[초록] 2021년은 남북한이 유엔 동시 가입 30주년을 맞이한 해였다. 냉전 말미라는 특수한 시대적 배경 속에서 우여곡절 끝에 일궈낸 성과였던 것이다. 유엔 가입이라는 대한민국 외교의 역사적 성과를 올리는데 몰두한 나머지 당시 남북한에 주는 전략적 함의가 간과된 것도 사실이었다. 특히 북한에게 유엔이라는 국제무대가 제공되고, 미국에 유엔본부가 소재한 점이 북한 외교 전략은 물론 북한의 대남, 대미 관계 변화에 가져다준 전략적 의미 조망이 부족했다. 가령 한반도 분단의 고착과 북한의 ‘통미봉남’전략이 현실화될 수 있는 여건과 근거를 제공한 셈이 되었다. 1. 서론1991년 9월 17일은 우리나라 외교사에서 기념비적인 날이다. 이날, 우리와 북한이 함께 유엔에 가입했다. 그러나 가입 여정은 달랐다. 북한보다도 우리가 더 긴 여정 겪었기 때문에 그 의미는 더 고무적이었다. 30년이 지난 오늘날 가입당시에 우리가 기대했던 외교적 효과는 안 보인다. 당시 노태우 정부의 북방정책의 일환으로 추진된 우리의 유엔 가입 시도가 북한이라는 장벽에 부딪히면서 남북한의 동시가입이라는 선택을 피할 수 없었다. 그럼에도 북방정책의 목표와 취지에 부합했기에 동시가입은 정당화될 수 있었고 어느 정도 설득력도 있어 보였다. 당시의 기대감은 사라진지 오래다. 현실은 남북관계가 더욱 경색되고 한반도 통일은 더욱 멀어져 보인다. 이런 의미에서 남북한의 유엔 동시가입을 재평가해봄으로써 향후 우리의 대북전략은 물론 우리의 한반도 외교도 새로이 정립할 필요가 있다.2. 한국과 북한이 유엔에 가입하기까지의 과정우리나라의 유엔 진출은 건국 이후 즉각 이뤄졌다. 1948년 12월 유엔 결의안195호가 대한민국 정부를 합법적인 정부로 승인하면서 우리나라는 1949년에 유엔 옵서버국가로 대표부를 설치할 수 있었다. 그리고 우리의 주미대사가 이를 겸직했다. 6.25전쟁 중이었던 1951년에 우리는 유엔에 옵서버국 상주대표부까지 설립할 수 있었다.☞ 계속읽기2022.01

The Merits and Demerits of Two Koreas’ Simultaneous Admission to the United NationsSouth Korea's Diplomatic Odyssey in Joining the United Nations (UN) 2021 marks the 30th anniversary of the simultaneous admission of two Koreas to full membership in the UN in 1991. In 1948, the UN recognized South Korea as the sole legitimate government on the Korean Peninsula. South Korea, which participated in the UN General Assembly that year as an observer, began its pursuit for UN membership in January of the following year. Following that, the South Korean government applied for membership eight times, five times by itself and three times by its allies, but it took 42 years to achieve the goal in 1991. Admission into the UN as a member state requires approval from the five permanent members (U.S., Soviet Union, U.K., France, and China) and ten non-permanent members of the UN Security Council. According to the UN Charter, in order for UN Security council resolutions to be adopted, all permanent members must agree to the resolution. A number of resolutions recommending South Korea to be admitted to the UN as a member state or applications for reconsideration received support from many member states, but the Soviet Union stood in the way each time. Furthermore, when the People's Republic of China represented China instead of Taiwan in 1971, it became more challenging for South Korea to be admitted into the UN.During the Cold War, divided countries attempted to gain international recognition, claiming that their government was the only legitimate government among its counterparts. Therefore, it waged all-out diplomatic warfare not only to join the UN, but also to prevent its counterpart from being admitted. However, President Park Chung-hee's "Special Statement on Foreign Policy for Peace and Reunification," also known as the June 23 Statement, in 1973, marked a significant shift in South Korea's policy of admission to the United Nations. The statement was announced a day after the Security Council passed the proposal for the simultaneous accession of East and West Germany to the UN. Article 5 of the statement stipulates that South Korea does not oppose simultaneous accession unless it becomes an impediment to reunification. However, Kim Il Sung criticized the statement, referring it as a “maneuver to divide Korea” and instead requested North Korea’s admission to the UN as the “Democratic Confederal Republic of Koryo.”In 1975, the South Korean government requested the reconsideration of its application twice in the wake of South and North Vietnam's applications to join the UN. Nonetheless, the Security Council did consider the appeals. Out of eight applications to join the UN, four were rejected due to the Soviet Union veto and the remaining four were essentially rejected as the Security Council took no action.Nevertheless, South Korea continued to persuade member states of the necessity of its membership and centered diplomatic efforts on creating favorable conditions for attaining membership, such as actively participating in various activities of the UN.☞ continue reading2022.01

북미 관계, 그 숙명의 역사 - 주재우의 지략지계지난 30여 년 동안 진화를 거듭해 온 북한 핵 문제의 본질적 변화를 재조명하면서 북한과 미국 두 나라가 어떤 식으로 각자의 협상 전략을 조정해왔는지를 들여다본 책이다. 북미 양국이 경제 제재에서부터 비핵화, 북미 수교, 평화 협정 체결의 문제에 이르기까지 어떠한 의제를 중시하며 무엇을 우선순위에 두는지, 또 그를 위해 어떠한 전략적 사고로 협상에 임하는지 등을 분석했다. 이를 근거로 한국의 입지와 영향력 확보라는 차원에서 북미 양국의 향후 협상 행보를 미리 읽어내는 동시에 대응 전략 마련에 대한 고민을 담아냈다.머리말과 맺음말을 제외하고 총 11장으로 구성된 본문은 북한이 미국을 향해 줄기차게 대화의 손짓을 보냈던 1990년대 이전의 북미 관계를 되짚어보는 것에서부터 출발한다. 이후 북한의 핵 개발이 그간 북미 대화에 무관심했던 미국의 태도를 바꿔놓은 과정을 설명한 다음, 북미 관계에 있어 또 하나의 걸림돌인 북한의 대량 살상 무기(WMD)와 개혁 개방에 대한 진단, 미국의 북한 붕괴론 및 대북 선제타격론 분석, 국제 사회의 대북 제재 실패에 대한 비판적 고찰, 트럼프 미 행정부 시절 북미 정상 회담의 복기 등으로 내용이 이어진다. 마지막으로 중국 전문가로서의 저자의 지식과 통찰력을 활용해 북미 관계의 핵심적인 매개 변수라 할 수 있는 북한과 중국 간 관계와 중국의 속내까지 간략히 들여다본 후, 북한 비핵화와 한반도 평화 체제의 구축이라는 과제를 해결하는 청사진은 결국 우리 스스로가 제시해야 한다는 결론에 가 닿는다.향후 한반도의 운명을 가를 수도 있는 북미 간 대화와 협상에서 한국 정부가 수동적인 관객의 입장에 머물거나 즉흥적인 대응을 남발하는 모습에서 탈피할 수 있는 기반을 제공하고픈 마음에서 쓰인 이 책이 우리의 국익을 논리적이고 설득력 있게 관철시킬 수 있는 외교력 확보의 미약하지만 의미 있는 마중물이 되기를 기대한다.2022.01

NyeHarvard University Theorists often argue that the changing balance of power between an existing hegemonic power and a rising challenger, and see the prospects of conflict arising from their failure to manage the hegemonic transition. For some, the problem lies in the rising power of a challenger like Germany before 1914, but for others the disaster of the 1930s was the failure of the rising United States to impose international order and help to provide global public goods. In one variant, the rising power comes on too strong; in the other too weak. Hegemonic transition theory provides a warning but not a recipe for how to respond to a rising China.Many observers believe that the rise of China will spell the end of the American era, but it is equally dangerous to over- or underestimate Chinese power. Underestimation breeds complacency, while overestimation creates fear – either of which can lead to miscalculation. History is replete with misperception about changing power balances. Net Assessment of the US-China Balance China has not yet replaced the United States as the world’s largest economy. Measured in purchasing power parity, the Chinese economy became larger than the American economy in 2014, but purchasing power parity is a valid economist’s device for comparing estimates of welfare, not for measuring power. For example, oil and jet engines are imported at current exchange rates, and by that measure China is about two-thirds the size of the United States. Moreover, Gross Domestic Product (GDP) is a very crude measure of power. Including per capita income gives a better index of the sophistication of an economy and American per capita income is about four times that of China. China’s huge economic scale matters. The United States was once the world’s largest trading nation. Today nearly a hundred countries count China as their largest trading partner, compared to fifty-seven that have such a relationship with the United States. China plans to lend more than a trillion dollars for infrastructure projects with its “Belt and Road” initiative over the next decade. China gains economic power from the sheer size of its market as well as its overseas investments and development assistance. Of the seven giant global companies in the important technology of Artificial Intelligence (Google, Facebook, Amazon, Microsoft, Baidu, Alibaba, and Tencent), nearly half are Chinese. With its large population, the world’s largest Internet, and with its vast data resources China has enormous amounts of big data. Overall, Chinese power relative to the United States is likely to increase, particularly as it invests in advanced technology as described in the China 2025 plan and the goal to prevail in artificial intelligence by 2030. However, one should be cautious not to fall into technology determinism in a net assessments of power. China is a country of great strengths but also important weaknesses. The United States has some long-term power advantages that will persist regardless of current Chinese actions. One is geography. The United States is surrounded by oceans and neighbors that are likely to remain friendly. China has borders with fourteen countries and has territorial disputes with India, Japan, and Vietnam that set limits on its soft power. Energy is another American advantage. A decade ago, the United States seemed hopelessly dependent on imported energy. Now the technology revolution related to shale has transformed it from an energy importer to exporter. At the same time, China is becoming more dependent on energy imports, and much of the oil it imports is transported through the Indian. While it is investing in renewable energy technologies, they will not remove China’s vulnerability in the near term.The United States also enjoys financial power derived from its large transnational financial institutions as well as the role of the dollar. Of the foreign reserves held by the world’s governments, a little over one percent are in yuan, compared with 64 percent for the dollar. While China aspires to a larger role, and is advancing technologies of crypto currency, a credible reserve currency depends on other factors such as currency convertibility, deep capital markets, honest government, and the rule of law—all lacking in China. The yuan is unlikely to displace the dollar in the near term. The United States also has demographic strengths. It is the only major developed country that is currently projected to hold its place (third) in the demographic ranking of countries. Over the next decade and a half, the US workforce is likely to increase while China’s will decline. Chinese sometimes say they worry about “growing old before growing rich.” Given the demographic decline plus China’s low level of total factor productivity, some believe that despite its high savings rate and capital expenditure, China will not escape the middle income trap unless it is rescued by technology. Competition in TechnologyAmerica has been at the forefront in the development of key technologies (bio, nano, information) that are central to this century’s economic growth, and American research universities dominate higher education. In a ranking by Shanghai Jiaotong University, sixteen of the top twenty global universities were in the United States; none were in China. At the same time, China is investing heavily in research and development, competes well in some fields now, and has set a goal to be the leader in artificial intelligence. Some experts believe that with its enormous data resources, and lack of privacy restraints on how data is used, and the fact that advances in machine learning will require trained engineers more than cutting edge scientists, China could achieve its artificial intelligence goal. Given the importance of machine learning as a general purpose technology that affects many domains, China’s gains in AI are of particular significance. Moreover, Chinese technological progress is no longer based solely on imitation. The Trump administration punished China for its cybertheft of intellectual property, coerced intellectual property transfer, and unfair trade practices. The US insisted on reciprocity, arguing that if China can ban Google and Facebook from its market for security reasons, the US can take similar steps against Huawei or ZTE. However, a successful American response to China’s technological challenge will depend upon improvements at home more than upon external sanctions. American complacency is always a danger, but so also is lack of confidence and exaggerated fears that lead to overreaction. In the view of John Deutch, former provost of MIT, if the US attains its potential improvements in innovation potential, “China’s great leap forward will likely at best be a few steps toward closing the innovation leadership gap that the United States currently enjoys.” Immigration plays an important role in maintaining America’s technology lead. In 2015, when I asked former Singapore Prime Minister Lee Kuan Yew why he did not think China would pass the US, he cited the ability of America to draw upon the talents of the whole world and recombine them in diversity and creativity that was not possible for China’s ethnic Han nationalism. For example, a large number of high tech Silicon Valley companies have Asian founders or CEOs. An overly restrictive immigration policy could curtail those sources of technological innovation.US-China InterdependenceAfter the Great Recession of 2008 called American leadership into question and increased belief in American decline, Chinese leaders abandoned Deng Xiao Ping’s moderate policy of biding their time and became more assertive in ways ranging from building artificial islands in the South China Sea to economic coercion of Australia to abrogating guarantees to Hong Kong. On the trade front, China tilted the playing field with subsidies to state-owned enterprises and coercive intellectual property transfer. Trump clumsily responded with a tariff war that included penalties on our allies as well as on China, but he correctly defended against Chinese companies like Huawei whose plans posed a security threat. Some people in Washington began to talk about a general “decoupling,” but while is important to decouple some technology supply chains that directly relate to security, it is mistaken to think the US can decouple our economy completely from China without enormous economic costs. That interdependence is what makes the current relationship with China different from the Cold War. With the Soviets, the US was involved in a regular two dimensional chess game in which we were highly interdependent in the military sphere but not in economic or transnational relations. With China, the US is involved in a three dimensional game with different power distribution at each level. At the military level, the world is still unipolar and the US is the only global power, but at the economic level, the distribution of power is multipolar with US, China, Europe and Japan as major players, and on the transnational level of networks that are outside the control of governments (such as climate and pandemics), power is chaotically distributed and no one country is in control. A traditional strategy that focuses on one level is a path to loss in a 3D game. And when we look at the economic level, we have to remember that while symmetrical sensitivity can restrain conflict, asymmetrical vulnerability creates an instrument for wielding power. We have to plan carefully our horizontal moves on the traditional military board of chess (or weiqi if one prefers a two dimensional Chinese metaphor). However, if we ignore the power relations on the economic or transnational boards and the vertical interactions among the boards, we will suffer. A good strategy for China must avoid military or technological determinism and encompass all three dimensions of our interdependence and power. Cooperation among Democratic Countries As for economic relations, the rules will require revision. Well before the pandemic, China’s hybrid state capitalism provided an unfair mercantilist model that distorted the functioning of the World Trade Organization and contributed to the rise of disruptive populism in Western democracies. Today America’s allies are far more cognizant of the security and political risks entailed in China’s espionage, forced tech transfers, strategic commercial interactions and asymmetric agreements. The result will be some decoupling of technology supply chains, particularly where national security is at stake. Negotiating new trade rules can help prevent the decoupling from escalating. At the same time, global challenges like climate change and pandemics pose an insurmountable obstacle to sovereignty, because the threats are transnational. Regardless of policy for economic globalization, environmental globalization will continue, because it obeys the laws of biology and physics, not the logic of contemporary geopolitics. Such issues threaten everyone, but no country can manage them alone. As I argue in my book Do Morals Matter?, in this context, it is not enough to think of exercising power over others. We must also think in terms of exercising power with others, even when ideological values fundamentally diverge. The Paris climate agreement and the World Health Organization help us as well as others. Middle powers could join together to create a trade agreement for information and communication technology that would be open to countries that met democratic standards. In short, one size will not fit all. In some areas like non-proliferation, peace-keeping, health and climate change we can find common institutional ground with China. In other areas, it makes more sense to set our own democratic standards. The door could remain open to China in the long run , but we should realize the run would be very long. Working with like-minded partners would increase the chances of liberal norms on trade and technology asserting themselves, notwithstanding the growing strength of China. Establishing a stronger consensus on global governance between the US and Europe is important, but it is only by partnering internationally with Japan, South Korea and other Asian economies, that we can ensure a more level playing field for their companies abroad by shaping global trade and investment rules and standards for technology. Taken together, the size of the economies of the democratic countries will exceed that of China well into this century if we pull together. But that will be a more important question than the technological development of China. In assessing the future of the US-China balance, technology matters, but alliances matter even more. 2021.11

한국의 유엔가입 30주년 학술회의 기조연설 (2021.10.22 제주평화연구원) 오준 전 유엔대사 <남북한의 유엔 동시가입> - 2013-16년 유엔대사직을 포함해서 유엔대표부에 총 4차례 근무 - 유엔은 2차대전이 끝나고 전쟁의 재발을 막기 위하여 72년 전 만들어진 국제기구. 유엔은 1945년에 창설되었지만 우리나라는 1991년에 유엔 회원국이 되었음. - 우리나라가 유엔에 늦게 가입한 것은 물론 남북 분단이 원인. 북한은 통일이 된 후 남북한이 한 국가로 유엔에 가입해야 한다고 주장하다가, 냉전이 끝나고 중국과 러시아가 우리의 유엔가입을 더 이상 막지 않게 되자 91년 9월 남북한이 같은 날 유엔 회원국이 되었음. - 1991년 남북한 동시 가입이 이루어진 것은 당시 국제사회의 큰 변화와 우리의 외교적 노력이 맞아떨어진 결과: 우리는 1988년 서울올림픽을 계기로 북방외교를 통해 소련, 중국과의 관계 개선을 추구하였고, 국제사회에서는 1990년 소련 해체와 냉전 종식 à 그렇게 해서 1990년 한.러 수교가 가능했고 한.중 수교도 논의되는 가운데, 러시아와 중국은 한국의 유엔 가입을 반대하기 어렵게 되었음. 특히 중국의 입장에서 볼 때 수교를 하면 한국을 국가로 승인하게 되는데, 미·일의 북한 승인이 쉽지 않은 상황에서 남북한의 유엔 가입은 북한에 대한 국가 승인 문제도 어느 정도 해결해 줄 수 있는 측면이 있으니까 대북 설득이 가능했을 것으로 봄. - 그런 의미에서 남북한 유엔 가입은 한반도 평화·안보에도 영향을 주었다고 할 수 있음: 유엔 가입 자체가 북한의 개방과 변화에 기여했다고 하기는 어렵지만, 유엔이 각종 현안 문제를 다루는데 직접적인 당사자가 되기 때문에 국제사회로부터 받는 지원과 압박이 동시에 확대되었다고 할 수 있음. 2006년 이후 핵문제로 유엔의 제재를 받게 된 것이나, 2003년 이후 유엔의 연례적 북한인권 문제 토의에서 볼 수 있듯, 북한과 같은 폐쇄적 국가에도 직접적이고 지속적인 국제적 압박은 큰 영향을 주고 있다고 평가 <우리의 유엔 외교> - 유엔 가입 이후 우리나라는 그간의 가입 지연을 만회하려는 것처럼 열심히 활동: 안보리 이사국 두 차례, 유엔 사무총장과 총회 의장, 경사리 의장 배출 (우리의 열의도 있었지만, 대부분의 국가들이 독립하자마자 유엔에 가입한 데 반하여 우리는 정부 수립 후 43년이 지난 후 ‘준비된 회원국’으로 유엔에 가입한 덕분) - 유엔 가입 후 30년간 유엔 내에서 존재감을 높이는데 성공했지만, 이제는 질적인 성장과 기여 확대, 즉 유엔외교위 내실을 추구할 때: 그러려면 우리가 국가로서 추구하는 국가적 가치와 철학에 대한 국민적 공감대 형성이 먼저 필요. 예를 들어서, 우리가 유엔에서 ‘인권’을 중요한 가치로 추구한다면, 그것이 정권이 교체되면 수정될 수 있는 단기적 외교 정책이 아닌 장기적 국가 철학에 바탕을 두어야 함. 국제사회에서 국가로서의 정체성에 대한 진지한 고민이 필요한 시점. <유엔의 글로벌 거버넌스에 대한 우리의 기여> - 끝으로, 우리는 유엔과 밀접한 관계 속에 성장해 온 국가이자 외교적 공간을 넓혀 나가야 하는 중견국가로서, 유엔을 중심으로 한 글로벌 거버넌스의 강화에 기여하고 이를 통해 국익을 극대화하는 것이 바람직: 특히 오늘날과 같이 분쟁, 대유행병, 기후변화 등 글로벌 이슈가 점증하는 불확실성의 시대에 세계적 거버넌스가 강화되는 것이 우리는 물론이고 인류 전체의 미래를 위해 중요하기 때문 - 흔히 유엔이 잘 하고 있는 일들(수많은 분쟁 예방, 인도적 지원, 인권 보호 등) 보다 못하고 있는 것들(시리아, 미얀마 등)에 주목하기 쉬운데, 사실 세계정부가 존재하지 않는 상황에서 유엔은 상당 수준의 글로벌 거버넌스를 제공 *함마슐드 사무총장(1954): 유엔은 인류를 천국으로 인도하기 위해서가 아니고 지옥으로 가지 않도록 만들어진 것 - 오랫동안 유엔과 관련된 일, 소위 다자외교를 다루어 오면서, 쉽게 답을 내리기 어려운 질문: 유엔이 과연 세계정부로 발전할 수 있을까? 결론부터 말하면, 쉽지는 않지만 될 수 있다고 봄. - 유엔이 세계정부가 되려면 넘어야 할 과제가 많은데, 가장 어려운 난관은 현대 국제사회의 기반이 되고 있는 국가주권 평등의 원칙이라고 생각: 지난 수백 년간 국제사회는 모든 국가가 인구나 국력에 관계없이 평등한 주권을 가지고 있다는 주권 평등의 원칙에 기초를 두고 있음. 잘 생각해 보면 이러한 원칙은 상당히 인위적. 국가는 원래부터 있었던 것이 아니고 인간이 만든 것인데, 왜 국가는 모두 동일한 주권을 가진 것으로 인정해야 하는 걸까? 유럽에서 처음 국가주권 평등의 원칙이 생겼을 때 작은 규모의 도시국가들도 큰 국가들의 침략으로부터 보호되어야 한다는 취지가 반영되었다는 것은 이해가 되지만, 이를 신성불가침의 원칙으로 다루어서는 국제사회의 발전에 도움이 되지 않는다고 생각. - 또 하나의 고려사항은 민주주의의 개념을 국제사회에 어떻게 적용시키느냐 하는 문제: 인간 개개인의 자유와 권한을 존중하는 민주주의의 원칙과 인간이 아닌 국가들이 평등하다는 원칙은 서로 맞지 않음. 인구가 많은 국가의 국민은 상대적으로 작은 권한 행사 - 역사적으로 보아도 주권평등의 원칙을 철저히 적용하려 하였던 국제연맹은 결국 강대국들의 불참과 외면으로 제대로 작동하지 못하였음. 그러한 교훈을 염두에 두고 탄생한 유엔은 강대국(전승국)들의 이해, 즉 국제적 현실을 제도에 반영했으나, 이런 현실 반영은 가장 강력한 권한을 가진 안전보장이사회에 집중 ->안보리만이 모든 회원국을 강제적으로 구속하는 결정을 내릴 수 있으며, 5대 상임이사국은 거부권이라는 특권 보유 - 이에 따라 유엔은 강대국의 참여를 확보하였고, 지난 76년간 국제 평화 유지의 기능을 수행해 왔지만, 국제사회의 변화에 적응하기 어렵다는 한계 노정: 그러한 문제점을 한 마디로 표현한다면 “현실”을 안보리라는 한 기관에만 집중해서 지나치게 반영. - 세계화가 빠는 속도록 진행되고 있는 오늘의 세계에서 인류가 처한 도전과 문제들은 평화와 안보에만 있는 것이 아님. 평화와 안보 분야에서는 강대국들의 권한을 지나치게 강하게 반영해 놓아서 중요한 국제 분쟁에 거부권 사용으로 유엔의 행동이 제약되는 일이 흔하고, 경제, 사회, 환경, 인권 문제들에 있어서는 유엔이 구속력 있는 결정을 할 수가 없어서 행동의 실효성이 의문시되는 경우가 많아짐. 경제 분야에서 G20같은 유엔 외부의 비공식 협의체가 생겨난 것도 유엔 제도권 내에 경제 대국들의 특권을 인정해 주는 장치가 없기 때문이라고도 할 수 있음. 이렇게 보면, 유엔 전체가 제대로 역할을 하려면 안보리에서의 “현실 반영”은 완화시키고, 유엔 내 다른 기관에서의 “현실 반영”은 강화시킬 필요. - 유엔이 세계정부처럼 강화될 수 있을까 하는 질문은 오늘날처럼 주권국가들 간의 갈등과 대립이 심한 상황에서 너무 이상적인 목표로 들릴지 모름. 궁극적으로는 국가들의 주권을 인정해 주면서도 인구나 국력의 차이가 반영될 수 있는 거버넌스 체제를 찾을 수 있을지에 귀결될 것 -> 여기에 참고가 될 수 있는 예가 미국의 연방제도나 EU의 의사결정방식. 미국은 50개 주의 개별적인 자치권을 인정해서 연방 상원은 각 주의 인구나 면적에 무관하게 똑같이 2명씩 선출한 상원의원으로 구성되는 한편, 대통령과 하원은 인구에 기초한 선거를 통하여 선출, 즉 인구가 많은 주는 대통령과 하원의원의 선출에 있어서 더 큰 영향력 행사. EU도 원칙적으로 모든 회원국이 동등한 자격으로 가입하지만, 이사회는 회원국 55%, 전체 인구의 65% 찬성이라는 이중다수결 제도를 적용하며, 유럽의회는 인구수에 따라 의석 할당. 즉, 주권 평등의 원칙이 인구와 국력이라는 현실과 타협. - 유엔이 세계정부가 되려면 이처럼 국가주권 평등의 원칙과 국제사회의 현실 간의 타협점을 찾는 지혜 필요. 이러한 과정에서 국력이나 인구에 있어서 세계 평균에 미치지 못하는 국가들은 자연히 주권 평등이 더 존중되기를 바랄 것이고, 그 반대의 경우는 현실의 반영을 더 중시할 것. 세계 26위의 인구(남북통일시 18위)와 10위권의 경제력을 가진 우리나라로서는 유엔의 글로벌 거버넌스가 더욱 발전되어 인류가 직면한 각종 지구적 도전에 효과적으로 대응할 수 있게 되는 것이 바람직. 우리의 국익이 한반도를 넘어 인류 전체의 공동 발전에 있기 때문. /끝/2021.10

[우당 이슈브리프 No.6] 로봇이 전쟁을 주도하면 인명피해가 줄어들까?작성자: 최현진소속/직책 : 경희대 부교수, 한국유엔체제학회 연구이사지난 2015년 12월 이라크 서부 라마디 탈환 작전에 나선 미국과 영국의 특수부대와 이라크 정부군은 시내 중심부에 있는 수니파 무장조직 이슬람국가(IS)를 포위했다. 당시 수 백 명의 이슬람국가 전투원들은 시내 중심부에 방어벽을 치고 20여 명의 민간인들을 인간방패로 사용하며 최후 저항을 했다. 만약 미국이 IS의 지휘소를 공중에서 폭격할 경우 아무리 정밀하게 타격을 한다고 해도 민간인들의 피해가 클 것이 분명했다. 그래서 연합군은 정밀폭격 대신 영국 특수부대 SAS (Special Air Service)의 저격수를 투입했다.² 저격수는 IS의 은거지로부터 1km 떨어진 곳에서 IS 간부 3명을 사살하는 전과를 올렸다. 당시 저격수가 발사한 50구경 총탄은 25cm의 벽을 뚫고 들어가 숨어있던 IS 간부들을 관통했고, 그 결과 인질로 잡혀 있던 민간인들이 무사히 풀려났다.³반면 미군의 철수를 앞두고 아프간 정부와 탈레반의 평화협상이 진행되던 지난 2019-2020년, 아프간 민간인 희생자가 크게 늘어났다. 특히 미군과 국제연합군의 폭격으로 2019년에만 약 700여명의 민간인들이 사망했는데, 이는 2001년 전쟁 개시 이래 가장 많은 규모였다.4 물론 여기에는 학교와 병원 등 민간 주거지에 주둔하며 민간인을 방패로 삼는 탈레반의 책임도 있지만, 결과적으로 무고한 인명피해를 초래한 미군의 작전은 아프간 정부에 대한 주민들의 지지와 신뢰를 떨어뜨렸다.5 이 두 가지 사례는 비정규전(내전)에서 민간인 보호의 중요성을 잘 보여준다. 비정규전의 성공은 막강한 화력보다 현지 주민들의 자발적 협력 여하에 달려있다. 비정규전에서 필연적으로 발생하는 전투원과 민간인의 식별문제(identification problem)를 해결하려면 주민들의 협력과 정보제공이 필요하기 때문이다. 따라서 전투에서 무고한 민간인들이 희생된다면 현지 민심과 국내 여론이 악화되고 이는 결국 패전으로 이어질 수 있다. 전투로봇이 사람을 보호할 수 있을까?인공지능(AI)을 장착한 전투로봇이 실전에 배치될 2030-50년에는 민간인 보호임무가 더 중요해질 것으로 본다. 기계는 머지않아 사람을 대신해 대부분의 정찰과 감시임무를 수행할 것이다. 인공지능을 갖춘 무인전투체계는 적의 위치를 자동으로 탐지하고, 타격 우선순위를 정한 뒤 지휘관의 OK사인과 동시에 목표물을 파괴할 것이다. 예를 들어, 고고도 상공의 드론이 적의 위치와 좌표를 획득하고, 이 데이터를 실시간으로 전송받은 무인폭격기나 무인전차가 적진의 목표물을 정밀 타격한다. 실제로 지난 2020년 아제르바이잔은 나고르노-카라바흐(Nagorno-Karabagh) 지역의 영유권을 둘러싼 아르메니아와의 전쟁에서 이스라엘제 자폭형 무인폭격기 하롭(IAI Harop)을 실전에 투입했다.6 무인전투체계의 장점은 다음과 같다. 첫째, 전투 병력이 위험한 환경에 노출되지 않은 상태에서 정보를 획득하고 주요 표적을 타격하는 임무를 빠르고 정확하게 수행할 수 있다.7 둘째, 초소형 무인기가 일반 레이더나 유인정찰기로는 관찰할 수 없는 사각지대를 정밀 탐지하는 등 감시정찰능력이 크게 향상될 것이다.8 마지막으로, 전투요원을 보호하기 위한 방호력 개선에 들어가는 막대한 연구개발비용과 시간을 절약할 수 있다.9 요컨대, 인공지능, 빅데이터와 무인전투체계가 미래 전장의 핵심전력이 될 것임은 분명하다. 이에 우리 육군은 무인전투체계의 조기전력화를 목표로 2030년까지 모든 부대에 드론봇 전투단을 만들어 운용할 계획을 가지고 있다.10그렇다면 첨단화된 무인전투체계가 민간인의 생명을 지켜낼 수 있을 것인가? 불행히도 로봇은 더 많은 사람들을 위험에 빠뜨릴 수 있다. 그 이유는 다음과 같다. 첫째, 인공지능과 기계는 그 자체만으로 영토를 지배할 수 없기에 전쟁 과정에서 민간인을 보호하지 못한다. 오히려 잘못된 정보나 기계학습 오류는 무고한 사람들을 위험에 빠뜨린다.11 둘째, 무인전투체계는 주민들의 신뢰와 협조(hearts and minds)를 얻는 정치적 활동을 수행하지 못한다. 비정규전과 인정화작전의 성패가 현지 주민들의 협력과 정보제공(collaboration)에 달려있음을 감안할 때, 기계만으로는 결코 전쟁에서 승리할 수 없다. 셋째, 실시간 탐지에 노출되어 숨을 곳이 없어진 무장단체는 산악지대를 벗어나 인구밀도가 높은 대도시의 민간인 속으로 섞여들 것이다.12 민간인을 방패막이 삼아 자신들을 보호하는 한편, 첨단기술과 접목된 비대칭 무기―예를 들어, 더러운 폭탄(dirty bomb), 화학 및 생물학무기―를 사용해 학교와 병원 등 소프트 타깃(soft target)을 겨냥한 테러를 감행할 수 있다. 실제로 시리아에선 수니파반군이 점령지역의 병원을 거점으로 활용하자 정부와 러시아군이 병원을 폭격하는 일이 발생하기도 했다. 아무리 첨단무기로 무장한 군대라 할지라도 민간인을 인질로 삼은 무장 세력과의 전투에서 승리하기란 쉽지 않다. 시민의 생명과 인권을 중요시하고 언론의 감시를 받는 민주국가라면 더더욱 그렇다.13 탐지와 정밀타격 기술이 발전할수록 오히려 더 많은 사람들이 위험에 처하는 역설이 발생하는 것이다. 세계 최강을 자부하는 미군이 탈레반을 이겨내지 못하는 이유가 바로 여기에 있다. 기계가 대체할 수 없는 민간인 보호임무따라서 무인전투체계가 실용화되는 미래 전장에서 민간인을 보호하는 한편 그들의 지지를 이끌어내는데 더 많은 관심과 연구가 필요하다. 이를 위해 첫째, 새로운 기술의 측면에만 집중하기 보다는 기술 혁신이 초래하는 전쟁의 성격과 전투수행방식의 변화를 예측하고, 첨단무기를 활용해 민간인의 피해를 최소화하는 방안을 연구해야 한다. 예를 들어, 2030-50년의 전장에서는 파리 크기의 초소형 정찰용 드론이 대도시에 숨겨진 적 지휘소의 위치와 상황을 적에게 들키지 않고 손쉽게 파악할 수 있다. 전장네트워크를 통해 실시간 정보를 전달받은 저격수가 원거리에서 발사한 ‘정밀 유도 스마트 총알’은 표적을 따라 궤적을 바꿔가며 날아가 적을 명중시킬 것이다.둘째, 전쟁 과정에서 현지 주민들의 협조와 정보제공을 유도해야 한다. 미래 전장에서도 민간인보호는 적과 민간인을 어떻게 식별하느냐에 달려있으며, 이를 위해선 주민들의 자발적인 정보제공이 필요하다.[9] 주민들의 협력을 이끌어내는 방법은 크게 무력에 의한 위협과 인센티브 제공이 있는데, 민주국가는 주로 후자에 의존한다. 예를 들어, 무장반군 활동지역의 민간인은 정부군의 군사작전에 도움이 되는 다양한 정보(예를 들어, 반군의 위치, 계획 및 활동시간 등)를 가지고 있으며, 군은 ‘조건부’ 인센티브 제공을 통해 민간인의 정보제공을 유도할 수 있다.14 성공적인 예로 이라크와 아프간 전쟁 당시 미국의 Commander’s Emergency Response Program (CERP)을 꼽는다. CERP는 분쟁지역에서 활동하는 미국 지휘관들이 현장에서의 판단에 근거하여 인도주의적 구호 및 소규모 재건사업에 필요한 자금을 즉각 지원토록 한 사업이다. 미군은 CERP를 통해 이라크와 아프간 민간인 지원에 총 28억 달러를 지출했는데, 이 사업은 이라크와 아프간 주민들의 복지 향상에 기여했을 뿐만 아니라 수혜자들의 전략적 협력을 이끌어냄으로써 반군의 저항을 약화시켰다는 평가를 받는다.15첨단 탐지기술과 자율형 전투로봇이 등장할 미래에 민간인은 오히려 더 큰 위험에 직면할 수 있다. 2030-50년에도 주민의 협조를 얻어 적을 진압하고 테러의 위협으로부터 시민의 생명과 재산을 보호하는 일은 여전히 사람의 몫이 될 것이다. 로봇전쟁의 미래가 다가올수록 민간인보호에 더 많은 관심과 연구가 필요한 이유이다.이 글은 <최현진. 2020. “비전 2050을 위하여: 미래 비정규전에 대비한 육군의 군사혁신.” 이근욱 편. 「도전과 응전, 그리고 한국 육군의 선택」 서울: 한울아카데미>을 개편하여 수록한 것임을 밝힙니다.1.
