한국유엔체제학회는 지난 8월, Routledge사에서 The United Nations, Indo-Pacific and Korean Peninsula: An Emerging Security Architecture를 출판하였습니다. 이번 프로젝트는 학회의 설립 취지에 따라 유엔과 유엔 체제가 동아시아 지역 및 글로벌 안보와 평화에 미치는 경향을 연구하고 세계 각국의 대중들에게 유엔을 통한 다자주의 외교의 중요성을 알리기 위한 노력이었습니다. 또한, 세계 여러 나라와 다양한 세대의 유엔 전문가들간 교류의 결과물이었습니다. 이를 위해 집필진은 지난 2021년 7월에 킥오프(kick-off) 미팅을 시작으로 지속적인 회의를 통해 저서의 방향성을 설정해나갔으며, 한국유엔체제학회가 주최한 2021년 한국유엔체제학회 하계학술대회(2021년 8월) 및 The United Nations, Indo-Pacific, and Korean Peninsula 온라인 워크숍(2021년 12월)에서의 발표를 통해 내용을 완성하였습니다. The United Nations, Indo-Pacific and Korean Peninsula는 유엔과 유엔체제에 초점을 맞추어 한반도와 인도-태평양 지역 등 세계에서 가장 정치적으로 민감하고 지정학과 지정전략적 차원에서 중요한 지역에서의 강대국 정치를 살펴보고 있습니다. 본고는 새롭게 등장하고 있는 글로벌 평화 구조와 관련된 포괄적인 질문들에 대한 해답을 제시하고자 하며, 이를 위해 지구적 차원, 인도-태평양 지역, 그리고 한반도 등 세계의 파트로 구성되어 있습니다. 지구적 차원에 관한 첫 번째 파트에서는 미국, 중국, 일본, 그리고 한국이 각각 지니고 있는 경쟁적인 세계관을 분석하며, 특히 인도-태평양 지역과 한반도를 중심으로 글로벌 및 지역 안보에 관한 유엔에서의 논의의 변천 과정을 살펴봅니다. 이와 같은 테마를 잇는 인도-태평양 지역에 관한 두 번째 파트는 역내 국가들이 직면한 양자 혹은 다자 안보 이슈들을 분석하며 이러한 현안들에 대한 유엔에서의 논의를 분석합니다. 구체적으로, 두 번째 파트에 수록된 챕터들은 호주-인도-일본-미국간 쿼드(Quad) 및 G7의 확대 등 역내 새로운 변화들이 어떠한 변화를 야기하며 인도-태평양 지역내의 강대국 정치에 미치는 영향을 살펴봅니다. 마지막으로, 한반도에 관한 세 번째 파트는 남북한 관계에 관한 유엔 중심의 논의에 집중하고 이에 따른 글로벌 혹은 지역적 함의를 분석합니다. 한국유엔체제학회는 집필진으로 참여하여 주신 모든 저자께 감사의 말씀을 드리며, 공동 편저자인 이신화 고려대학교 정치외교학과 교수 (제8대 한국유엔체제학회 회장) 및 Jagannath Panda 안보개발정책연구소(ISDP)의 스톡홀름 남아시아-인도태평양센터(SCSA-IPA) 센터장, 그리고 프로젝트를 총괄한 박재적 연세대학교 국제학대학원 교수 (한국유엔체제학회 한중일협력분과 수석위원장, 前 한국유엔체제학회 출판이사)께 특별히 감사의 말씀 드립니다. ======================================================================== [목차] Introduction: Can the Declining Relevance of the UN be Reinvigorated?
